KEY RESPONSIBILITIES
•Humanitarian strategy Implementation
•To provide active leadership throughout to promote
and support all aspects of preparedness planning and action at
Mindanao and country level, and to keep them under systematic
review.
•Lead on all humanitarian responses in the country,
ensuring adequate scale, scope and focus is maintained.
•Programme management that ensures good programme
quality
•Ensure that programme implementation (i.e.
operational projects, partnerships, advocacy and campaigning) are
responsive to the gendered needs of men and women beneficiaries,
and complies with Oxfam's mandatory procedures, donor agreements
and minimum quality standards.
•Support the Country Director in the management of
security.
•M&E, Linking and Learning
•Ensure the regularity of M&E for all
humanitarian programme projects and activities and the
documentation of programme experience.
•Lead the learning process for the humanitarian team
and, as appropriate, for the wider country team in support of
cross-programme learning and helping to inform future preparedness
and resilience building programming.
•Representation and communication
•Represent the company to Philippine civil society,
government officials, the international NGO community, donors and
UN agencies as appropriate; maintain and develop appropriate
strategic external relationships.
•Others
•Assist with the delivery of out-of-country
programmes, when identified as a regional priority, by arrangement
with line manager.
Essential Specifications
•At least 3 years in a senior management position; with
experience in humanitarian environment, with excellent programme
management skills that includes a proven record of development of
staff and partners advocacy and policy skills and proven experience
of policy analysis and advocacy work.
•Strong analytical skills and well-developed ability to
think strategically, including the ability to think beyond the
country programme context and to act within a regional framework;
knowledge and analysis of international and Philippine humanitarian
environment in terms of political, economic and social trends
including gender issues; strong understanding of economic and
social policies and demonstrable understanding and experience of
promoting gender and diversity equity.
•Well organised, with good attention to detail and developed
ability to prioritise tasks to meet tight deadlines and organise
work in a complex institutional setting.
•A high level of interpersonal and communications
competencies including tact, diplomacy and negotiation skills.
•Ability to work within multi-cultural teams and as an individual; a self starter with proven ability to work creatively, innovatively and effectively and who can work within a framework and with limited direct supervision.
•Demonstrated competencies in fund raising and donor
contract management, and the financial management of large budgets
and reporting.
•Fluency in English and Pilipino; able to write advocacy
papers, funding proposals and reports.
•Willingness to travel frequently, sometimes to remote
areas.
Desirable
•Knowledge of another language is an advantage
•Post graduate qualification in a relevant field
